Troop 1's Events Policy

Please read the following Scouts BSA Hong Kong Troop 1 Events Policy prior to planning your scouting event:


1) Scouts are not permitted to participate in any BSA activity, where more than TWO Scouts are present, if there are no adults present.

2) Troop 1 allows no one-on-one contact between a Scout and an adult who is not their parent/guardian. There are no exceptions to this rule.

3) A Scout is allowed to work on individual requirements with their parent/guardian. This includes merit badge requirements, rank advancement requirements, Eagle projects, individual service projects (must be pre-approved by the Scoutmaster).

4) Any Troop 1 BSA event, where more than one Scout will be present, that includes an overnight portion, requires two BSA registered adults to be present.

5) Any Troop 1 supported event that the Scoutmaster and/or Committee Chair deem to be “high risk” such as water sports, rock climbing, mountain biking, etc., requires two BSA registered adults to be present.

6) Any Troop 1 trips that involve group travel outside Hong Kong require two BSA registered adults to be present.

7) Scouts are permitted to travel to and from Scouting events in Hong Kong with a single adult, as long as that adult is the parent/guardian of one of the Scouts present.

8) Scoutmaster conferences and Merit Badge Counselor meetings that involve an individual Scout require the Scout’s parent/guardian and/or another BSA registered adult to be present.

9) Any electronic communication that involves an individual Scout requires the Scout’s parent/guardian and/or another BSA registered adult to be part of that communication.

10) Any Troop 1 BSA event, where more than one Scout will be present, requires at least one BSA registered adult to be present and a second adult who must be the parent/guardian of one of the Scouts present.

11) Understanding that every situation possible that may involve Scouts and adults cannot be listed out individually, an adult leadership plan for all BSA Troop 1 events must be approved by the Scoutmaster and Committee Chair prior to the event. If the Scoutmaster and/or Committee Chair will be unavailable, they may designate another BSA registered adult who will decide in their absence.
